SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM The Senior Community Service Employment Program (SCSEP) was established under Title V of the Older Americans Act, as amended. Although the SCSEP is authorized by the Older Americans Act, it is administered by the U.S. Department of Labor. The more than 30 year old program provides part-time employment and training opportunities for low-income adults age 55 and older. The SCSEP serves the community by providing useful community services and fostering individual economic self sufficiency for older adults who may experience barriers to gainful employment.
