TO: STATE AND AREA AGENCIES ON AGING ADMINISTERING PLANS UNDER THE OLDER AMERICANS ACT OF 1965, AS AMENDED

SUBJECT: Developing Performance Outcome Measurement Systems in State and Community Programs on Aging

LEGAL AND RELATED REFERENCES: Older Americans Act, as Amended (Public Law 102-375)

This Program Instruction invites State and Area Agencies on Aging to participate in a voluntary effort that supports the development and use of a representative, practical set of performance measures for documenting the impact of Network on Aging activities and services. The purpose of these performance measures is to support planning and analysis of the results attributable to Older Americans Act Title III and related programs. Using the criteria, forms, and procedures, attached as Appendix A, the Administration on Aging encourages agencies to develop exemplary performance outcome measurement systems by participating as part of this initiative, which builds on the foundation established by the Administration on Aging’s (AoA’s) current performance outcomes measurement project.

Following this Program Instruction are Guidelines for your consideration in preparing a grant application. Part I of the Guidelines describes the program priority, "Model State Performance Outcomes Measurement Systems," under which the AoA is inviting State Agencies on Aging, in collaboration with Area Agencies on Aging, to submit grant award applications for funding. Part II describes the procedures for preparing and submitting the application.

All of the forms (Standard Form 424), Assurances, and Certifications necessary to complete the application are included following Part II. Awards to be made under this program priority for activities beyond the first year of the project are subject to the availability of funds.

The deadline date for the submission of applications is 45 days after the issuance of the PROGRAM INSTRUCTION to which these guidelines pertain.
